Purbaya Orders Blacklist for Used - Goods Importers as Indonesia Tightens Oversight

The Ministry of Finance (Kemenkeu) has been given one week to compile a blacklist of non-compliant importers who frequently bring in used imported goods. Minister of Finance Purbaya Yudhi Sadewa instructed his staff to immediately establish this blacklist for importers who violate existing laws and regulations. The goal is to bar them from conducting import activities in the future.

Purbaya noted that up to this point his office has not yet finalized the blacklist. He admitted that the performance of his subordinates has been slow. For that reason, he set a deadline of one week to issue the blacklist.

“Has the blacklist been prepared? Those who are no longer allowed to import? Not yet, right? Next week I will check,” Purbaya told the Secretariat General and Inspectorate General of the Ministry of Finance while speaking to reporters on Friday (Nov 14, 2025).

He not only addressed the Secretariat General and Inspectorate General but also instructed the Directorate General of Customs and Excise to immediately approach individuals who have publicly boasted in the media about violating regulations regarding used imported goods.

“So those on YouTube and on TV, be careful. I will send people, because you have declared yourself a violator. And I should just stay silent? Something like that,” he asserted.

Based on his working visits to several ports, Purbaya reported that many importers have been delaying their submission of import declaration documents (PIB). This is evident from the large number of containers that have already been unloaded at the port but whose importers have not promptly filed their declarations.

Therefore, the former Deputy of the Coordinating Ministry for Maritime Affairs and Investment instructed Customs to immediately open containers that have been sitting at the port for two weeks without any PIB submissions.

“Basically, if it’s been two weeks without a PIB, we open it. The importer must come to the location,” he said.
