DIGIVESTASI – Raline Shah Appointed as Special Staff to the Minister of Communication and Digital, Salary Becomes a Focus. Actress Raline Shah has officially been appointed as the Special Staff to the Minister of Communication and Digital (Komdigi), Meutya Hafid, focusing on Global Partnerships and Digital Education. The strategic role held by Raline Shah has attracted public attention, particularly regarding the salary she will receive as a Special Staff member.

Minister Meutya Hafid emphasized that Special Staff will play an important role within the Ministry, even though the position is not part of the official ministry structure.

Special Staff Minister Salary Regulations

The salary and benefits received by Special Staff to the Minister are regulated in Presidential Regulation Number 68 of 2019 concerning the Organization of State Ministries. According to Article 72, financial rights for Special Staff are equivalent to the position of Echelon IB or Senior Executive Position (Jabatan Pimpinan Tinggi Madya).

Echelon IB ranks fall within Group IV/d to IV/e. The base salary for this group, before adjustments, is approximately IDR 3,447,200 to IDR 5,091,200. However, with the upcoming 2025 civil servant salary increase as per Presidential Regulation Number 10 of 2024, this salary range will rise to IDR 3,880,400 to IDR 6,373,200.

Performance Allowance (Tukin) as a Supplement

In addition to the base salary, Special Staff to the Minister are also entitled to a Performance Allowance (Tukin). Based on Presidential Regulation Number 119 of 2017, the Tukin for a position in class 16, which corresponds to Raline’s position, reaches around IDR 27,577,500 per month.

With this additional performance allowance, Raline Shah’s total monthly income as Special Staff to the Minister of Komdigi is estimated to exceed IDR 30 million, depending on other components such as additional facilities provided.

Raline Shah’s appointment is expected to have a positive impact on the digital education programs carried out by the Ministry. The strategic role she undertakes is expected to expand digital literacy while strengthening Indonesia’s position in the global digital arena.
