Publisher Rights Policy in Germany: Google Agrees to Pay UER 3.2 Million

Several countries are currently developing policies that require tech giants like Google and Facebook to provide compensation to media companies whose content is distributed through their platforms. In Indonesia, the policy known as "Publisher Rights" is currently under refinement, following direct guidance from President Joko Widodo.

 

In Canada, Facebook has finally decided to block news content in response to its disagreement with the regulations established in "Bill C-18." Meanwhile, in Australia, similar rules have already been enacted.

 

In the latest development, Google has agreed to pay German media companies a sum of EUR 3.2 million per year, equivalent to approximately IDR 53 billion, as reported by Reuters on Friday, October 13, 2023. Although this agreement is still pending a decision from the German Patent Office (DPMA), Google has reached this deal with Corint Media.

 

Corint Media is an entity representing numerous international media companies in Germany, including Sat.1, ProSieben, RTL, Axel Springer, and CNBC. Google states that the payment to Corint Media aligns with their agreement with 470 national media companies in Germany. Additionally, Google has entered into licensing agreements with specific media companies, including Spiegel, Zeit, and FAZ.

 

In 2022, Corint Media initially requested compensation of EUR 420 million, but they have now accepted the offer provided by Google. Representatives of Corint Media hope that the decision from DPMA will increase the amount of compensation paid by Google. Previously, both parties had agreed to a one-time payment of EUR 5.8 million by Google for the period since the introduction of the additional press copyright law in 2021.

 

Corint's Executive Director, Christine Jury-Fischer, stated that Google, which holds a semi-monopolistic position, has determined pricing. Therefore, the legal route is considered the only way to obtain fair compensation for the use of content by Google.
