List of Indonesia’s Biggest Corruption Scandals, Losses Reach Hundreds of Trillions

Apart from the PT Timah corruption case, several other mega-corruption scandals have cost the state trillions of rupiah. The Attorney General’s Office (AGO) has recorded a total state loss of Rp 193.7 trillion in a corruption case involving the management of crude oil and refinery products at PT Pertamina (Persero), its subholdings, and the Cooperation Contract Contractors (KKKS) from 2018 to 2023. These losses stem from various factors, including domestic crude oil exports and crude oil imports through brokers.

 

"Imports of fuel through brokers, as well as compensation and subsidy payments due to rising oil prices, are the main causes of this loss," said the Director of Special Crimes Investigation at the AGO, Abdul Qohar, during a press conference at the AGO Building in Jakarta on Monday (24/2/2025).

 

The case implicates four senior officials from Pertamina’s subholdings and three executives from private companies, adding to Indonesia's long list of major corruption scandals. Here are some of the biggest corruption cases in the country:

 

  1. PT Timah Corruption Case (Rp 300 Trillion)
    The AGO uncovered corruption in the tin commodity trading system within PT Timah’s mining concession area from 2015 to 2022, causing losses of Rp 300 trillion. This scandal involved 22 suspects, including businessman Harvey Moeis and socialite Helena Lim.

  2. Pertamina Crude Oil Management Corruption (Rp 193.7 Trillion)
    This case exposed collusion between Pertamina officials and oil brokers in crude oil procurement and fuel imports. Among the suspects are Riva Siahaan, CEO of PT Pertamina Patra Niaga, and other executives.

  3. Bank Indonesia Liquidity Assistance (BLBI) Scandal (Rp 138.4 Trillion)
    The BLBI scandal began in 1997-1998 when the government disbursed Rp 147.4 trillion to 48 banks during the financial crisis. However, the funds were misappropriated, resulting in Rp 138.4 trillion in losses.

  4. Illegal Palm Oil Plantation Land Grab by Duta Palma Group (Rp 104.1 Trillion)
    Duta Palma Group, owned by Surya Darmadi, illegally used 37,095 hectares of state land in Indragiri Hulu, Riau, causing a loss of over Rp 104 trillion.

  5. Illegal Condensate Processing by TPPI (Rp 35 Trillion)
    PT Trans Pacific Petrochemical Indotama (TPPI) was appointed to sell state-owned condensate but failed to deposit the proceeds into the state treasury, causing losses of Rp 35 trillion.

  6. PT Asabri Pension Fund Scandal (Rp 22.78 Trillion)
    Mismanagement of pension fund investments at PT Asabri led to a state loss of Rp 22.78 trillion, with several executives implicated.

  7. Palm Oil Export Corruption (Rp 20 Trillion)
    This case involved the misuse of crude palm oil (CPO) export permits in 2021-2022, causing losses of Rp 20 trillion.

  8. Jiwasraya Insurance Corruption (Rp 16.8 Trillion)
    The Jiwasraya scandal revealed financial fraud in investment management, resulting in Rp 16.8 trillion in state losses.

  9. Garuda Indonesia Aircraft Procurement Scandal (Rp 8.8 Trillion)
    Garuda Indonesia’s procurement of Bombardier CRJ-1000 and ATR 72-600 aircraft was mismanaged, causing Rp 8.8 trillion in losses.

  10. BTS 4G Tower Project Corruption (Rp 8.32 Trillion)
    Irregularities in the BTS 4G tower project by Bakti Kominfo resulted in Rp 8.32 trillion in losses.

 

These cases highlight the severe economic impact of corruption, with losses reaching hundreds of trillions of rupiah.
